a more perfect system...

just pissing in the wind here:

1. paid volunteerism
a. welfare should be available to all (guaranteed minimum income)
i. no large bureaucracy to check / deny claims
ii. everyone who wants it gets it but...
iii. must attend job training / higher education or
iv. must volunteer 30 hours a week
b. this means people keep putting money into the economy while
i. providing valuable services as compensated volunteers
ii. gaining marketable skills
iii. living with dignity
c. government saves money by
i. outsourcing jobs to the nonprofit private sector
!. now local nonprofits can "hire" people to perform all the micro level, neighbourhood specific, maintenance that's been overlooked in almost every area of the United States since the end of world war II.
@. Creation of updated housing stock a la Habitat for Humanity style programs.
ii. creating an empowered and motivated citizenship who will move up tax brackets
iii. creating a more "civil" atmosphere (less money spent on law enforcement and detention due to extreme poverty related crime)

eh, it's a start...
